Why is arcade version cheaper when it includes the xbox 360?

I’m considering buying a Xbox 360 arcade jasper version and I need to know if I’ll get stuck buying add-ons. I’m planning on only buying a few games like Halo 3 and COD MW2 I’ll mostly play just those games. If I’ll only have a few games like that can I get everything out of them with the standard memory size (the 200$ version)?

I know the XBOX 360 costs 9.99, but how much with tax at walmart or gamestop? I’m planning to buy the XBOX 360 arcade on black friday and I want to know the price overall.
